GERMANY’S RULERS

THE BIG FOUR. [BY CABLE —PRESS ASSN. —COPYRIGHT.] BERLIN, August 28. . According to a Cabinet decree, issued on the eve of Hindenburg’s death, and later approved by. the plebiscite, Herr Hitler is expected to announce at the Nazi Party Conference at Nuremberg next month, the appointment of a Triumvirate of Deputies to rule Germany. Probably they will be General Goering, General Blomberg and Herr Hesse, who will be under Herr Hitler’s instructions, and will be personally responsible to him. General Goering will probably be made ViceChancellor, he conducting the Reich’s political affairs. General Blomberg will deal with defence and Herr Hesse will have full control of the Nazi Party.
