S. AMERICAN WAR [BY CABLE —PBESB ASSN.—OOPYBIGHT.] RUGBY, May 15. A Geneva message states that when the report of the League Commission, which investigated the war between Paraguay and Bolivia, comes before the League Council, Mr. Eden will make a further effort to persuade all the Governments to agree upon an arms embargo to the belligerents. The British initiative, taken a year ago, resulted in the signing of a declaration by the members of the Council, undertaking to prohibit the export of arms to Bolivia and Paraguay, subject in several cases to the co-operation of certain principal armsmanufacturing countries. Further' action was suspended, pending the consideration of a proposal for the ending of hostilities, which led to the sending of the Commission to the Gran Chaco.
