Thousands of spectators were disappointed at the absence of Hitler, who is welcoming the ciuiser Koln at Wilhelmshaven from a world cruise. Goering dispersed with the customary roll-call. The House elected Goering as President by acclamation. and chose three new Vice-Presidents. The proceedings were short and snappy. The

session was the briefest on record, and lasted eight minutes. DEBT PAYMENTS. BERLIN, December 12. Dr. Schacht, addressing the German Chambers of Commerce in Switzerland, declared that Germany would never again be able to pay the former interest on foreign loans. She had repaid £700,000 in interest and capital during the past three years. Such bleeding was immoral and economically' senseless. Her transfer agreement of July was the fairest possible. Creditors must help the debtors to rescue the world from the crisis.
