CHINESE CIVIL WAR.

SHANGHAI, December 11
Last desperate efforts are being made to find a peaceful solution of the Fukien quarrel in the hope of averting civil war, which daily appears inevitable, as the Nanking Government declares it is impossible to recognise an independent Provincial Government, which is allied to the Communists. Nanking peace envoys are en route to Hongkong for the purpose of seeking a truce, and of securing Cantonese co-operation against the rebel Fukien Government.
Meantime, the Foochow residents are daily in fear of an aerial attack and bombardment. Foreign observers are unable to decide whether the massing of Kwantung forces is for the purpose of aiding or attacking the Fukien rebels.

Replying to a House of Commons question on the situation in Fukien, Sir J. Simon said the Chinese Government had been warned' of the British Government’s apprehensions lest British lives and property be endangered in the event of armed conflict developing. Satisfactory assurance s
had been received. The British warship Verity was at present at Foochow to afford all the necessary protection of British interests, while the other units of the China squadron would be available for despatch to Amoy shold the conditions there show signs of deteriorating. MANCHUKUO AND SOVIET SHANGHAI, December 11. Manchukuo-Soviet relations received another jolt as the result of an alleged disturbance, with the business of the railway. i Manchukuo oliicials allege that Rudy, the Soviet president of the Railway, issued a. secret order instructing the Russian employees to disobey Manchukuo officials’ orders, whose instructions have been repeatedly ignored during the last lew weeks. A Soviet protest is hourly expected.
