Members of the Executive Committee of President Machado's own Liberal Party, said to-day, that the (Government iiad submitted to the United States Ambassador, Mr Welles' counter-proposal by which the President would surrender his office to General Alberto Herrara, the present Minister of War. Herrara would form a National Cabinet representing all political factions, and the work of mediation in the nation’s political conflict would be‘continued. The counter-proposal came at the time when the general strike was fast approaching a, full-fledged revolutionary movement.
