SOVIET PARDONS. [RY CABLE —PRESS ASSN. —COPYRIGHT.] RIGA, July 11. Tire Soviet has granted an amnesty to the engineers and technicians who were sentenced to iong terms of imprisonment in the famous mass trial at Moscow, and also at other ’recent trials. Those given the amnesty have also been granted certificates of merit and bonuses for good work done by them while they were under arrest, this work resulting in improvements to aircraft and in other directions. TELEPHONISTS ON STRIKE. MADRID. July 11. The police have discovered an audacious move on the part of the telephonists, who are on strike. During the past five days they have intercepted important conversations by means of an illicit exchange in the heart of the city. They have been tapping the lines to the police headquarters, the banks, and the newspaper offices. Several arrests have been made. __
