The Town Clerk, Mr. Layton, addressing members of the Millions Club, denounced the present system of civic control, and the intrusion of party politics into civic administration. He indicated that the Civic Commission had cleared up many doubtful transactions, that were not made public. “It has been said tho City Council had been a. disgrace to the city for years. This is a. dreadful thing to say, but there is a certain amount of truth in it. Tho Commission had done excellent work, had wiped the slate clean, and placed the business of the city on a sound basis. There wore more tilings to the discredit of the city than you can realise.”
