KING CAROL’S PROGRAMME. [BY CABLE-—PBESBASSN.—COPYBIGHT.] - LONDON, April 22.‘ The “Daily Telegraph’s’’ Bucharest correspondent says: The rear inwardness of M. Titalescu’s resignation as Premier, is King Carol’s determination to institute - a military dictatorship under Marshal Prezan. The Spanish Revolution has temporarily forced King Carol to call in Dr Jorga, but he still desires an extra-Parliament-ary Cabinet of Generals and personal friends. Meanwhile the Parliamentarians are actively, preparing to defend the constitution. For the first timfe in Roumanian history, a Republican League for the defence of liberties is being dismissed. Madame Lupescu has been secretly in Bucharest for some time, and is 1 frequently at jthe Palace. Underlying King Carol’s scheme is. the desire to open the way for his re-union with Madame Lupescu without being, subjected to the criticism of Parliament. He intends, the new Government to proceed forthwith with his coronation,' in which princess Helen will have no part. How closely Madame Lupescu is identified with the crisis is shown by< the fact that she received M. Argetorinu, who is the bone of contention, between King Carol and M. Titalescu.
