(Recd. April 10, 2.30 p.m.) LISBON, April 9. The punitive expedition has not yet sailed from Madeira, where plans are being laid to avoid fighting. Four aeroplanes will encircle Funchal, dropping leaflets to inform the, people that all is quiet in Portugal, and that there, is no need for a revolt.
