LONDON, September 29.

In a speech at Enfield, Mr De Valera announced that Fianna Fail would repudiate payments to England under the land annuities arrangement. “We are determined that this money equal to 4/10 in the pound in Irish revenue, will not leave the country when we have a majority. We believe it is ours as a right, and we mean to stick to it.” He added that he would not make such a statement' without excellent legal advice. The sum of two millions would provide de-rating for farmers.
