DELHI, November 14
The Kabul Press announces that, in response to the United States’ invitation, through the French Government, the Afghan Government has signed the anti-war pact.
SCOTTISH HYDRO.
RUGBY, November 13
A syndicate has been formed td establish an important hydro-electric power scheme involving capital of several millions, in the Galloway district of South-Western Scotland.
The Electricity Board will control tho scheine, which will include five power stations. The River Dee will be the principal waterway to be harnessed, but all the lochs, including Loch Doon and its tributaries, arej according to reports ,to be utilised. It is proposed, that the electrical power generated will be carried to industrial centres,. absorbing the existing small organisations.

It is learned from Bucharest that the Maniu Government has decided to remove the barriers raised by 'M. Bratianu against the introduction of .foreign capital. 'The “.Daily Telegraph’s” . diplomatic correspondent hopes this removal will result in' an extension of the oilfields as well as banking and railways, pointing out that Roumania is so rich in natural resources, the influx of foreign capital is likely to be fairly rapid.
UKRAINE SUFFERINGS.
MOSCOW, November 15
Several millions are destitute in the Ukraine owing to the failure of the crops. According to a message from the Ukranian Government, there are 732,000 families, mostly peasant householders, in despair. The authorities are feeding 225,000 children. Acts of violence against Communists are reported in many villages. A class struggle is intensifying.
CANADIAN WOOL
VANCOUVER, Nov. 15.
A message from Edmonton (Alberta) states that the wool growers are proceeding with the formation of a cooperative marketing pool on a contract basis, as in the wheat pool, instead of a voluntary basis on which the Alberta growers are now marketing through the Canadian Co-operative Wool Growers’ Association.
