M. POINCARE’S PROGRAMME

’LONDON, November 15.

“The Times’s” Paris correspondent states: Cabinet has approved of M. Poincare’s programme for the session which is one, not of introducing legislation, but of concentrating on the passage of the Budget before the end of the year, and a settlement of the reparations. Premier Poincare to-day conferred with Sir W. Tyrrel (British Ambassador) also with French bankers regarding the movement of Gpvernment stocks. M. Briand and M. Poincare conferred with Herr Hoesch (German Ambassador), and, as the result of these conferences, combined memoranda will be sent to various Governments. It is believed that the Reparations Conference procedure will shortly be completed. It is pointed out that M. Poincare’s handing over the Budget to M. Cheron, the new Finance Minister, enables him, although without a portfolio, to become in reality the Minister for Reparations.

GERMAN CRUISER CONTROVERSY

BERLIN, NOV. 15. On the eve of to-day’s debate in the ' Reichstag on a Socialist motion against the building of a ten thousand ton cruiser, President Von Hindenburg had a sensational interview with the Chancellor. He declared with great , emphasis in favour of the cruiser, which- virtually has been ordered. Socialist Ministers will not participate in the voting. A meeting of the Socialist Party last night, however, decided that the whole party must vote in favour of the motion against the cruiser. This decision is binding on the Chancellor and the three other Socialist Ministers. Thus a situation has been created in which the fall of the Government is a possibility, but it is believed that it will be averted. NEW FASCIST COUNCIL.

“The Times's” Rome correspondent states:.The Senate has begun the discussion on a Bill to constitutionalise the new Grand Council, drafted by Signor Beiro. An. report explains that the Bill is a necessary sequel to the new law which conferred on the Council the duty of revising the lists of Parliamentary candidates." Anybody doubting the necessity for the new Bill would show ignorance of the profound revolution which Fascism wrought in Italian public life, and would obstruct the Government. The most important provision was one empowering the Council to express an opinion on all questions aiming at constitutional improvement. The Council will be required to keep two lists up-to-date, one naming possible successors to the Premiership, the other the successors to the various Ministerial posts.- The Council would submit the former. to the King, but the Premier would submit the other list.
