The Canadian Department of Immigration is considering a proposal made by the British Government for the settlement of 20,000 British families on Canadian farms over a ten-year period. It is understood that the scheme as proposed, is based on recommendations made by Lord Lovat during his recent visit to Canada, when he conferred with the Canadian immigation officials. It is understood that the settlers are to be required to possess agricultural training. It is proposed to provide 5000 cottages for new settlers until they have accumulated a small amount of savings and acquired Canadian farm experience. They will be provided with farms, which they are expected to pay off over a period of thirty years, at an interest rate of 6 per cent. The Canadian Government will issue land bonds, with interest at 4J to 5 percent. secured upon the land, which will be purchased for re-sale to the-

new settlers. These bonds are to be guaranteed by the British Government, both as to principal and interest. The Immigration Minister, Mr. Forks, is now in Western Canada. There is no official confirmation of the adoption of the proposals, but it is suggested that the Minister may place the proposals before the Canadian Provincial Premiers. FINANCIAL PROSPERITY. OTTAWA, October 9. At the half-way mark of the pres ent fiscal year—i.e., at the end of the m'.onth of September—the net national dribt of' Canada had been reduced by 73 5,025,541 dollars.
