HOKITIKA BOROUGH COUNCIL.
(Dur Own Correspondent.) HOKITIKA, May 12. The meeting of the Hokitika Borough Council was held last evening. Present: The Mayor (Mr G. A. Perry), Crs' Jas. King, A. R. Elcock, T. W. Duff, D. J. Evans, W. Jeffries, G. Heinz, E. W. Heenan, A. C. Armstrong, E. Teichelmann. Messrs R. W. Holmes and Son, forwarded account for investigating and reporting on Borough Water Supply, and also account for travelling expenses. —Account passed. C. J. P. Sellers, Solicitor, Hokitika, wrote asking consent to transfer of Section 1497.—Consent given. The Secretary, Hokitika Hockey Club, wrote asking for permission to use No. 2 field, Cass Square. —Consent given. The State Fire Insurance Office wrote intimating that in regard to local kerbside pumps, they are prepared to issue a General Indemnity to cover the Council’s liability in respect of existing pumps or any pumps which may be installed in future.
From Commissioner of Crown Lands asknowledging Council’s protest against destruction of large trees in forming new road at Lake Kanieri, and forwarding copy of correspondence sent to Public Works Department. The Medical Officer of Health advised. (1) That Chairman of Westland Licensing Committee had ruled that it is the duty of the Local Authority and not of the Licensing Committee to see that hotel premises are maintained in a sanitary condition. (2) Forwarding notices requiring two hotel licensees to make certain sanitary improvements. Resolved on the motion of Cr Jeffries that pump owners be given notice that if they do not take out indemnity policy within ten days, the Council take out a policy and add the cost to the fee for kerbside pumps. Cr E. W. Heenan presented a petition from 20 unemployed men, asking for opportunity for work. —Referred to the P.W. • Committee for consideration. Cr Jeffries considered that these men should be considered if work is going. Cr Evans suggested that the District Engineer be referred to to see if there are any unexpended votes for work adjacent to Hokitika. It was agreed to add this to the resolution.
The Chairman of the P.W. Committee reported on recommendations of the Committee, respecting the main highways, to the effect that some of the work be held over. The Treasurer reported: Receipts £305/4/11; payments £279/10/7; credit £825/11/6. Cr Armstrong reported that the P.W. Committee recommended the construction of a 6-inch pipe drain as from Sale Street to Rolleston Street along Stafford Street. Cr Heinz objected on the grounds that the Council had asked the residents to pay half the cost of the drain in Sale Street.
The Mayor pointed out that the cases were not. parallel. In one case the residents were asked to pay half the cost of private drains, whereas the one under discussion was merely piping a drain already there. Cr Armstrong explained fully 'the position, but Cr Heinz failed to see his viewpoint. Accounts -amounting to £324/7/5 were passed for payment. The manager of the Abattoirs (Mr Jarman) reported animals slaughtered last month: 37 cows, 41 heifers, 31 bullocks, 268 sheep, 63 lambs, 19 pigs, 21 calves; condemned, 1 cow, 1 sheep. Fees received £74/14/6. Same period last year £73. The question of the Borough water supply was then gone into, the report of Messrs R. W. Holmes and Son, engineers, having been previously disfollowing is a summary of the Engineers’ recommendations:; — (1). Obtain a mile of 8-inch cast iron pipes and lay them across in ■ wamps on Tucker Flat and between there and Striplands Creek; (2) Repair the reservoir by constructing a reinforced concrete lining; (3). Recondition the 6-inch pipes that have been replaced and progressively replace and recondition damaged pipes in the 6-inch main; (4) Obtain 40 chains of 9-inch pipes and lay them from the intake at Lake Kanieri down; (5). Recondition the 8-inch wood stave pipes that have been replaced and progressively replace and recondition damaged pipes in the 8inch main; (6) Replace as much of the 6-inch main between the Lake and the 3-mile peg with spare 8-inch pipes; (7) Instal relief valves in the reticulation system to minimise the effect of the water hammer due to valves being closed quickly. We estimate the cost as follows: — Repairs to reservoir £1350; 1 mile of 8- cast iron in place, including cutting drain, etc £2050; 40 chains 9- pipe in place with necessary valves, etc. £lOOO. Total £4400. It may be found convenient for a considerable quantity of the reconditioning of the pifies to be carried out by the Borough staff at the Borough yard or other convenient places during wet weather and so effect a saving in labour costs. We suggest that about £7OO be made available for the whole work, and we consider this sum should be ample to place the main and reservoir in a good state of repair.” After a lengthy discussion, it was resolved to have temporary repairs made to the reservoir and start the first section of the pipe line and the Lake end of three miles, and enquire from the Engineer if Hume pipes would be suitable for this work.
The Council generally expressed pleasure that the pipe line was in such good repair as shown by the Engineers’ report. After a good flow of water has been secured the permanent. repairs to the reservoir^(estimated at £1350) will be proceeded with. It was decided to carry out the work as far as possible by means of current revenue. Cr Jeffries strongly opposed a loan for the work as the ratepayers had recently had their rtil.es considerably increased.
NELSON LAND BOARD. The Nelson Land Board met on Thursday; present: Mr. A. W. Waters, Commissioner of Crown Lands (Chairman), and Messrs W. C. Mirfin, G. MacMahon and J. O’Regan. Two acres of Crown Land situated in Block 111, Tutaki S.D. —Applicant, Annie Florence Collins. —Resolved to cancel the license held by A. T. Fawcet and issue a fresh license to Annie Florence Collins at £1 per annum. Section 7, Block I, Tutaki S.D., area 301 acres, 1 rood 20 perches. Halfyearly rental £l/16/-. Applicant, M. Cole. —Resolved to let the grazing to Mr M. Cole at 10/- per month subject to termination at any time at one week’s notice. Miscellaneous. — The Murchison County Council forwarded proposals for the expenditure of thirds etc., accrued to 30th September 1927, amounting to £3B/2/4 and accrued to 31st December 1927, amounting to £B/7/7. —Approved. The Board also dealt with three applications to transfer, one application for land, six miscellaneous, one lands to be opened, one cancellation, three forfeitures and two applications for advances under the Discharged Soldiers Settlement Act.
