LEAGUE OF NATIONS
EMIGRATION CONFERENCE.

WASHINGTON, November 24.
Considerable interest was caused by Cuba’s invitation to the League of Nations to be represented in an advisory capacity at the second International Emigration Conference, at Havana, on March 31, 1928, which ostensibly is part of the general Pan-American Conference. The United States is opposed to large representation at the latter, on the grounds that the subjects scheduled for discussion are restricted to the American Republic. Cuba points out that the Emigration Conference will be international in the widest sense, since the Governments from Europe to Japan will be represented. United States officials, while not. contesting Cuba’s right as a member of the League to invite the cooperation of the League officials, consider the move indicates the renewed trend in Latin America toward more intensive co-operation with the League.
HUNGARY AND ROUMANIA.
GENEVA, November 23.
Hungary informed the League that the Council’s proposals for a solution of the dispute with Roumania were not acceptable. Hungary recently made fresh proposals, which Roumanian verbal intimations suggested would not be successful. ITALY AND ALBANIA. ROME, November 24. It is semi-officially stated that the Italo-Albanian treaty and defensive alliance was signed on November 22, and will be registered with the League.
