WASHINGTON, September 8. The Agricultural Department announced that cotton prospects declined from the forecasted production of 13,492,000 bales on August 1 to 12,692,000 on September 1, which is 5,283,374 bales below the 1926 crop. The condition of the crop on September 1 was reported 56.1 per cent normal, showing a decline of 13.4 per cent in th© month. Declines occurred atea extended northward.
