PROPOSALS TO INCREASE. (Australian & N.Z. Cable Assn.) WASHINGTON, April 14. Mr Butler, Chairman of the Naval Committee of the House, called at White House, after which he predicted a failure of the Three-Power Naval Limitation Conference. Mr Butler declared that the United States has no ships to sacrifice. Therefore America will lack the power to influence arms limitation at the Conference. Mr Butler explained that the United States was able to force disarmament at the 1921 Conference, also called at White House, after which he stated that Congress next session would proceed with a cruiser programme if the Conference failed, but he expressed himself as hopeful of the Conference results.
