The Australian Labour Party, after defeating a motion for the expulsion of Mr. Loughlin from the party, decided to accept his resignation. FAMILY ENDOWMENT SYDNEY, Feb. 25. The Legislative Council by 34 to 31 decided to refer the Child Endowment Bill to a Select Committee for report. This will have the effect of holding the scheme up for many months. MELBOURNE, Feb. 25. Mr. Bruce announced that he had decided to call a conference of the States, to discuss the Child Endowment scheme.
