BOROUGH COUNCIL

ORDIN AR?MEETING.

The ordinary meeting of the Grey Borough Council was held last evening ; present: Mr W. H. Parfitt (Mayor), Crs J. W. Greenslade, J. B. Kent, G. R. Harker, H. F. Doogan, R. J. Williams, G. Perotti, F. A. Kitchingham, J. O’Brien. Messrs Guinness and Kitchingham forwarded a plan of the subdivision of the Kilgour estate in Marsden Road, for the consent of the Council—Necessary consent given. Air C. E. Larsen wrote asking the Council to have the approach to hrs residence in Shakespeare Street gravelled, and stating that about two loads of gravel would be required. The matter was referred to the Engineer. The Department of Lands and Surrey wrote stating that O’Ddnnell Lane has never been exempted from provisions of Public Works Act.—On the motion of Cr O’Brien, seconded by Cr Doogan, it was decided to write w the Native Trustee, and ascertain the correct position.

Cr O’Brien stated that the street was commonly known as Brick Street No repairs were required there, as a previous Councillor, who lived in the vicinity, had already had a good street made there, “and it is tar sealed too,’’ he concluded. The Medical Officer of Health, Christchurch, wrote acknowledging receipt of Council’s decision re discharge of sewage in Sawyer’s Creek.—lt was resolved to inform the District Health Officer, that as soon as the Shakespeare Street drainage scheme was in operation, the private houses in the vicinity would be connected up, and the Sawyer’s Creek sewer disconnected from further use. A. Naylor, agent for E. Stratford, wrote asking that a light be erected in Stratford Street.—lt was resolved, on the motion of Cr Kitchingham, seconded by Cr Greenslade, that the street be inspected by the Lighting Committee, during their inspection, which will be made shortly, and the request given due consideration. W. Brown applied for permission to erect a sign in front of the Recreation Hotel, in High Street.—Referred to the Engineer. Miss M. Anderson applied for use of the Museum Room on October 25, for supper purposes for the Labour Party’s Annual Ball.—Granted, subject to usual conditions. The following reports were received : —

ENGINEER’S REPORT The Engineer reported:—Maintenance has received necessary attention during the period. Asphalt patching has been in progress and a start has been made tarring and sanding, this being rendered necessary by the accumulation of tar at the Gas Works. The formation of the Whall-Smith Street connecting road is in progress. The estimated cost of this work is £ 110. The estimated cost of kerbing in Herbert and Leonard Streets is £250. Waterworks.—The pump chamber has been completed and is ready for the installation of the pump which has now come to hand and is being put in by the contractors. In Blaketown a 2in. pipe has been laid southwards from the end of the 4in main recently laid in Blake Street, for a distance of 2SO feet. This is a part of the authorised extension in this locality and was proceeded with to meet demand for supply. The pipes for the Palmerston Street South extension have been delivered on the ground and laying is in progress. The balance of the money authorised for expenditure on pipe for this extension has been put into an order placed for pipe on indent. The present pumping plant has functioned satisfactorily during the period and the reservoir has been full on 12 days. The reflux valve on No. 1 set burst during the month, but repairs were effected expeditiously and the plant has been alright since. Cobden Bridge—The timber for the running planks has been delivered on the job and on Monday next, the 18th instant, the contractor is making a start to lay the planks. The asphalting will be pushed ahead as fast as possible after the laying of the plank. Building permits issued September 22, to October 12, inclusive —W. S. Minchin, gdrage, Palmerston St. South; T. Cox, store, Australasian Hotel; J. A. Hart, shop front, Mawhera Quay; J. A. Hart, Fire Station, High Street; W. Hamilton, residence, Ida Street; F. and T. Sotheran, alteration of shop front, Mawhera Quay; J. A. Hart, Hannah’s building, Mackay St.; M. Bradshaw, addition to Club Hotel, Mawhera Quay; J. E. Dixon, shed, William Street; Dispatch Fountry, alteration, Lord Street; H. Lamont, addition to residence, Ryan Street. The report was received and adopted. The matter of the kerbing in Herbert and Leonard Streets was referred to the Finance Committee. The Engineer reported with regard to the decking of Cobden bridge, that two contracts had been received for the work, one much below the other. After consulting with some of the Works Committee the lowest tender had been accepted, and the contractor would start on the work at once.

WORKS COMMITTEE The Works Committee reported:— Through your Committee a request has been received from the Baths Committee that an approved road be put in to the Baths to facilitate, in the first case, the landing of material on the site. This roadway would eventually give the required access to the Baths when the same are in use. We may say that the Beautifying Association have taken up with enthusiasm, the suggestion that they devote portion of their funds, to the beautification of this spot and the roadway would be so laid off as to aid in the work in view by the Association. The estimated cost of this work is £2O, and we would recommend that this work be put in hand immediately. Your Committee has inspected the asphalt shed in the Gas Works yard and would recommend that the back and the farther end be covered in and that from a height of eight feet from the ground to the eaves of the building be also enclosed. It is proposed to use 26 guage galvanised corrugated iron for this purpose and the estimated cost is £57. The report was received and the Committee’s recommendations adopted. Cr. Williams, Chairman, stated that the estimated amount required for forming the road to the baths, would not be actual cash as the work would be done by the Borough workmen.
