LONDON, July 9In the House of Commons, during a. debate on the India Office vote, Earl Winterton said that there was an impression that Lord Birkenhead 'in the House of Lords, had invited proposals for a. new constitution for India. This was not quite accurate. There would have been a revision of the constitution in due course, and if proposals carrying a reasonable measure ol agreement among the people of India were put forward, they would be carefully considered, but it must be clear that Lord Birkenhead was not leferring to any specific proposals. Mr Ramsay Mac Donald said that the impression created everywhere by Lord Birkenhead’s words was that the Government was prepared to examine any new schemes* immediately.
