The Congress of the National Union of Railwaymen, at Southport, passed a resolution deploring tne present weakness in the trade ’ union movement, owing to numerous sectional o\crlapping unions, and declaring the time Had arrived lor a consolidation ol forces to ensure' the workers' united front. LONDON, July 10. The “Evening Standard” says; — The argument allowing the Australian Loan to be raised in London was that it would give the Commonwealth power to take gold if it desired, because the money was requeued to meet maturing internal obligations. The gilt edge market is bitterly criticising tlm policy of sending Australia to New York, as a display of weakness and supporters of the restoration of the gold standard are running away at tne firing of the lust :mot, instead of facing the consequences of a free gold market, even at a certain amount of risk. NEW YORK, July 'lO. The J. P. Alorgan Company is reticent regarding the proposed Australian loan heie, which has been reported they would handle. The presence in Act of a loophole for, an unscrupulous employer was commented upon in the Arbitration Court by Justice Frazer, when an interpretation on the question of the registration of a contract between his’ employer and his apprentice, was sought by the Labour Department. The intended construction, said his Honor, was that the contract should be written, and the written document registered within fourteen days. There was certainly a weakness in the section which was ambiguous. There was a loophole for an unscrupulous employer because there was no offence in employing a boy before the written contract was entered into. The timg for the completion of the contract was unlimited. The only way to close the loophole was by legislating, which the Court had ho power to do. The judgment of the Lower Court given on this contention would therefore have to be sustained. /
