BRITISH EFFICIENCY. (Australian and N.Z. Cable Association.) NEW YORK, May, 12. - A plea for prison reform in connection with the punishment -of coilfirmed criminals was made by 1 . ’ Sir Robert Peacock, the Chief Constable of Manchester,. England,.- .before the International Police Conference. Sir Robert said that prisoners should have an earning capacity equal to the expense of their keep by the (State, and, in the case of 'married inen/pdtt of their earnings should go to the upkeep of their family.
1 Captain Gower, the-' President of ’the Chief Constables’ Association of England and Wales, declared 1 ..that -'the crime conditions in England were dealt with efficiently by -the pre’se'nt police system He declared; “As a democratic.- people-, -the- English • are satisfied with' the .local policy ,’of control, arid they resent' any infringement by' the' 'Niltip’iial Governfhbrit; With a population of 38 millions in England and Wales in 1923, the police had O|tfly seventeen cases of murder to prosecute.”
General O’Duffy, the Commissioner of the Civic Guard of Dublin, reported- that he' had built up an efficient force for the Irish Free State. The Irish police officer was pot allowed to carry any weapon, but must rely op moral persuasion for the apprehension of his man. ’ ■ / TELEGRAPHED FINGER-PRINTS ? NEW YORK, May 13.
