Some of Chang Yuen Ming’s troops did considerable looting during the past two days in Shanghai Native City and the surrounding villages, but now his army is mostly interned in the foreign settlement, and Shanghai and tnvirons are again tranquil. Chih Sieh Yuan claims to control the ShanghaiNanking railway as far as Chin Kiang, and is pushing more forces in that direction. It is reported that Lu Yung Hsiang is despatching troops from Nanking towarts Chin Kiang, including two of Chang Tso Lin’s Manchurian Division. It is worthy of note that Chang Tso Lin himself returned to Mukden this week from Tientsin. JAPANESE PROPOSAL. TOKIO, January 15. It is authoritatively stated that the Government instructed Baron Yoshida to propose to the American State Department that the wileless entanglement in China be solved by the joint efforts of the Governments concerned. It is suggested that the enterprise should be placed under the control of America, Japan and China. Reports that Viscount Hayashi is retiring have not created surprise, as it is understood that he some time ago expressed a wish to resign. The choice of a successor is not definitely decided, but it believed that Matsui is favoured for the position of Ambassador at London.

ASSASSINATION PLOT. (Sun Cable.) TOKIO, Jan. 14. On the strength of information regarding a ploVto assassinate the Prime Minister at the re-opening of the Diet on January 22, the police in a raid arrested two of the ringleaders and are now dragging the net for others. Definite information is refused, but it is stated that the plot was wide-snread and carefully laid.
