A tremendous sensation was caused throughout Italy as the result of the publication of the memorandum by Cesare Rossi, who formerly was Chief of the Press Bureau, in which he paints a picture of unscrupulous violence of the' Fascist Monarchy. Rossi is now la prisoner /accused of being the instigator of the Matteotti murder. Rossi declares - ■ without hesitation that nearly all attacks on opposition leaders were inspired or ordered bv, or executed with, the- knowledge of,. Mussolini. . The memorandum,. however, throws no new light on the Matteotti crime, the connection with which Rossi disclaims any responsibility. The “S.tampa” and some other newspapers say that after such an indictment, it' is incredible that Signor Mussolini should stay in office.

The “Daily Telegraph’s” Rome correspondent states: “A secret memorandum, written by Rossi, during the eight days while he was, hiding after the Matteotti murder, deals in detail with all the accusations. He says that Premier Mussolini ordered the beating’ of Amendola, and .suggested the beating of Misuri. .Mussolini had personally proposed that Ravazzalo should be beaten in order that he should have a merited lesson.” Rossi adds: “Every morning the private Secretary of' Mussolini transmitted to me th© names of opponents who were to be Waylaid and flogged.'
