KEEPING IN TOUCH. (Australian and N.Z. Cable Association.) LONDON, September 18.. The “Daily Telegraph,” editorially says : “The setting up of a, full-organ-ised Federal system has been clearly shown to have no strong public opinion in its favour in any dominion. What is coming into view is a scheme of Imperial conferences, at regular brief intervals, of fully accredited political representatives of each Dominion, resident in London, and of highlydeveloped means of direct communication and transport between Britain and the sister States. There is matter enough here for discussion during the fine or six weeks which, it is anticipated, will be the duration of the .Imperial Conference apart from the onestions relegated from the Economic, Conference.
