He will maintain constantly the effort to consolidate and improve friendship with all nations, near and distant. His Government’s earnest hope is that China would soon emerge from her unfortunate internal conditions, and achieve national unity, through the efforts of her own people. Japan is both sentimentally and materially interested in China’s welfare, as the welfare of Japan in a considerable measure, was dependent on the peace and prosperity of her great neighbour. The new Cabinet would endeavour to expedite an amicable adjustment of the Siberian problems. Briefly, the foreign policy was to co-operate with other Powers in the spirit and letter of the League of Nations covenant and treaties,” and the resolutions adopted at the Washington Conference. The domestic policy statement promiseg( to tax for social reforms. Premier Kato in concluding asks for the sympathy, confidence and help of the people in his difficult task.
NAVAL TREATY,
TOKIO, June 17.
The Naval Treaty is progressing uninterruptedly through the regular channels, with a prospect of the Imperial signature very soon. According to Foreign Office officials, who state that no objections were raised, the Privy Council is ready to adopt the report, thus passing the Treaty on to the Throne.
