The Commissioner of Crown Lands made the following statement with regard to the sale of stock by Discharged Soldier settlers; —“It has come under my notice that many Discharged Soldier Settlers aro under a misapprehension with regard to the sale of stock held by them under Bill of Sale to the Department. They seem to think that, when a Bill of Sale has been given over the stock, they are not permitted to sell such stock. This is of course not so. It is recognised that the sheep farmer, for instance, must, from time to time, cull his flock and dispose of the culls to make room for more profitable stock. A settler is at liberty to sell stock if the price offered is satisfactory to the mortgagee provided that he keeps his flock or herd up to the value of the advance made for the purchase of the stock and provided also that the proceeds of such sales are paid to the credit of his current account with the Department. This money so paid is available for readvancement towards the purchase of further stock. Such moneys are principal moneys and cannot therefore be used to pay arrears of interest:” The Commissioner of Crown Lands made the following statement: — Some discharged soldier setfleirs who cannot meet the whole of their obligations to the Department seem to think that a partial payment of the amount overdue will not be accepted and I desire to remove that impression. If a settler owes say £lOO and cannot pay that amount he should pay what he can even if it is only £5 and thereby reduce his liability and at the same time provide funds to enable authorised advances to be made to other discharged soldier settlers for stock and improvements. The Department is well aware of the difficulties settlers have to contend with owing to the depressed state of the markets, but prices are improving and prospects are much brighter than they were some months ago. It is therefore confidently anticipated that settlers who cannot pa v the whole amount owing will make a payment op account whenever they are in a position to do so.
