In view of the growth of secret political activity in Baghdad a proclamation has been issued by BrigadierGeneral Sanders, commanding the Baghdad defences, to the people of t.'io City warning those agitators who had been summoning mee ings regularly o.i a religious pretext, but really to inflame the public against the Government, and to stir up disorder, that all meetings for political purposes are henceforth forbidden, except with the permission of the military, the Government, or political officers or the Baghdad Military Court which has been established to try all offenders against public order. This virtually amounts tj a proclamation of martial law.
