Experts estimate that the robbery of merchandise in transit or at the wharves in Australia entails a loss of at least £50.000 a year. Commenting on this the Melbourne Argus says: “There must be something very rotten in the State when the various Governments and merchants interested fold their hands and say : ‘Kismet ! It is said, but it cannot be prevented. But Allah- be praised! the loss is covered by insurance.’ It is obvious that all this thieving cannot bo the work of a few individuals. There must be a widespread conspiracy in crime, and thL conspiracy pre-supposes grave demoralisation—a blunting of all the instincts of honour and loyalty and duty. The pilfering would be easily stopped were it not so" general. The depredations, we are told, commence in the London warehouses, are continued at the docks, are renewed in Adelaide, increase in Melbourne, and are worst in Sydney. They could not continue unless plundering was winked et and shared in by a number oi persons. Dishonesty, when thus permitted and condoned; becomes a recognised custom. It reaches into and besmirches the homes, for the housewives must know when goods not paid for are brought into the house; and it is difficult to believe that even the children can escape contamination.”
