CONDITIONS OF THE BALLOT. Many electors may not be aware of the conditions under which a second ballot j will be held. For the information of these it may be stated that a second ballot follows when any one candidate fails to poll more than the others counted together; j that is to say, if a second ballot is to be 'avoided, supposing the total numKr of ' votes cast to be 7000. one candidate must' in." not less than 3501, and thus he is j returned by what is known as an absolute 1 majority. It may be further stated that each of the candidates in the second ballot receive £SO from the Government with which to contest that ballot.
