A SHOCKING OCCURRENCE. [PER press association—copyright.] LONDON, February 23. The Times' Teheran correspondent reports that the Russian garrison at Ardebil, forestalling the Persian Governor's efforts to punish Brigandage by Shahseven's tribesmen, burned the village of Veramin. Cossacks, using daggers, slew men and women and outraged women. Though the brigands were absent from the village, fifty innocent people were killed. The Russian Minister has apologised to Persia.
