[nv TELEGRAPH—SPECIAL 10 THE STAB.] DUNEDIN, May 2L In bis pre-scssional address at Balclutha on Thursday night, Mr. Malcolm, M.P., paid a public tribute to the late member for Auckland East. He said :—1 regret that during the last week Parliament and the country have sustained a loss by the death of Mr. Ban me. It is twenty-four years since I first knew him and no one could know him without recognising that he was a man of great ability and independent thinker and a fearless speaker. Parliament can ill-afford this loss and those of us who knew him will deeply regret the loss the country and his family have sustained.
