THE ARBITRATION BILL.
LEGISLATIVE COUNCIL AMENDS'] KNTS. THE HOUSE DISAGREES. (Our Parliamentary' Reporter.) WELLINGTON, This Day. The amendments made by tlic Legislative Council in the Conciliation and Arbitration Act Amendment Bill were considered by the House of Representatives yesterday afternoon. The Hon. J. A. Millar- said that he intended to move that the Douse should agree with the amendments, except in the case of clauses 29, 32, 33, ,54 57b., and 61. In clause 29 the' Council had given power to a party to a dispute to appoint one or two assessors instead of three. Ho objected to this. Clause 32 as amended gave members of the Legislature the right to sit as the assessors, and this was not deirable. The Council had in clause 33 given tho Commissioner a casting vote in matters other than the making of a recommendation. This was not true conciliation. He objected to the excision of clause 54, which gave power to amend an award in certain cases. Clause 57b., put on tho employer the onus of showing that tho dismissal of a worker had not been due to the employees connection with a, union. Ho would not accept that new clause. He wished to see restored to the bill clause 61 providing that no person, over twen-ty-one years of age should be deemed to bo an apprentice. This clause had been struck out by tho Council. The other amendments were of a. technical character and did not interfere with the principles of tho bill. He moved that Messrs Aitken and Hardy and the mover should be appointed to'draw up reasons for disagreeing with tho six amendments lie had named. Tim Mkiiptor'fl motion vrw oawtedi
