si A.-.special meeting' of the members of the above Council was held on Thursday afternoon, when there were present: Messrs Bowater (chair), Stevenson, Mclnroe, Bett#, Scantlebury, Harold and l McNamara. The chairman stated that the business was for the purpose of passing a resolution’ 1 making a special order to / m^ke 5 and levy a special rate on the capital value of all rateable property within the town of Eeefton for the pnr pose'of providing interest on loans for drainage and water works, in lieu of v the’various!' special rates now collected. At the present time there were a largo number ,of small rates levied to pay the interest on the various loans which made it extremely difficult for the rate payers i to know how they really stand, as to the amounts they have paid .and still owe 1 ; in fact, it was necessary to keep a debit and credit account to find anyone’s position, whereas if all these rates Were consolidated into one, it would he of great benefit to the ratepayers and also save a lot of work to the officials. After all the Councillors had expressed their opinion, Cr Stevenson proposed a resolution to that effect, which was seconded by Cr Mclnroe and carried. The ordinary monthly meeting was then proceeded with. From Secretary Grey High School, notifying the Council that the term of office of Mr J. T. Skoglund had expired, and asking the Council to appoint a representative on that body, and after some discussion as to whether it was necessary, it was resolved that *Mr Skoglund bo re-appointed. Cr Scantlebury then introduced a deputation, consisting of Messrs D. M. Anderson and J. G. Hislop, with respect to the injury that is being done to their lands by the Inangalma River, consequent upon the erection of tho embankments leading to the railway bridge, and if allowed to continue would wash away the greater portion of their properties, as well as that of other settlers in the Valley. This matter had been brought before the Council some two months ago, and a resolution passed that tho County Engineer should correspond with the Public Works Department with regard tb the matter. The engineer stated that he had early in December communicated with Mr McGlashan on the matter, but had not received any reply to his memo from that genlenian. Cr Scantlebury proposed that the Council Support the application of Messrs Anderson and Hislop to the Public Works Department for relief in the form of protective works. Seconded by Cr Stevenson and carried. From John McAuley applying for work.—Tho Engineer was instructed to give the give the applicant work in the shape of breaking metal for the roads.
From J. Dixon, offering to sell to the Council a largo quantity of bridge .building tools for the sum of £lB, the tools being useless to him now, as he had gone to reside in the North Island.—No action taken.
From Kettlety and Clark, asking the Council to increase the rate of wages at present paid to them for work ing on the Marina road, owing to the increased cost of horse feed, etc.—lt was resolved that an additional Is per day be allowed to them. From H. Walsliben, , asking the Council to connect him with the sewer.—Granted.
From T. N. Grange, applying t« have the water laid on to the pre raises occupied by him jn Broadway —Granted, subject to the consent of the owner of the property being first obtained. From Samuel Veale, Merrijigs, asking for prospecting subsidy; also from P. Cunnngham and Howell and Kennedy on the same matter, which was recommended for payment, subject to the report of the Inspector of Mines being favorable. From Rev. Father Gallais, asking that the right-of-way between the Church and Shicl Street bo properly graded.—Referred to the engineer ; work to bo done as soon as funds are available. From H. Bignell, Secretary of the Ikamatua Sawmilling Coy., asking to be alowed to lay a tram lino from the Ikamatua railway tation along the County Road to their sawmill area, situated at Rough River. A deputation consisting of Messrs Lynch and Gieseking also waited on tho Council in support of tho application, slating that the expenditure would in all'probability be between £4OOO and £SOOO ns they had to construct a bridge 600 ft in length over the Rough River. It was pointed out that owing to tho area being in the Grey Count)', tho Inangahua County would not receive any of the royalties on tho timber or rates although the traffic would be on this County’s roads. Cr Mclnroe proposed that the application be granted, subject to tho payment of a rental of £5 per annum for the maintenance of tho bridge over tho Little Grey, and a proper agreement being entered into. Seconded by Cr Scantlebury and carried. From E. W. Spencer, manager of the Consolidated Company, for the construction by the Council of 19 chains of a track to enable them to transport the machinery to the shaft at the Golden Fleece mine. Messrs Spencer and Free were present in support of the application. After a good deal of discussion it was proposed by Cr Scantlebury that tho engineer bo instructed to carry out tho work, tho cost not to exceed £4O. Seconded by Cr Stevenson. Cr Betts proposed an amendment that the expenditure’be not authorised until the finances of tho County are in a better condition. Seconded by Cr McNamara. The chairman put tho amendment, and declared it lost, the voting being For the amendment, Crs Betts, Mclnroe and McNamara; against, Crs Scantlebury, Stevenson, Harold and Bowater. The motion was then put and carried. From Alfred Walker, asking permission to mine under the road near Capleston; also calling the attention of the Council to certain repairs bein<r required to several of the culverts near the Fiery Cross battery. Permission granted. . From F. W. Archer, asking tho Council to have the road lino marked through the Reeves Proprietary Coy’s ground.— Matter referred to the District Surveyor. From the secretary Blackwater Prospecting Association, asking the Council to-alter tho course of the Blackwater pack track, so as to avoid tho zig-zaf'.—Referred to the engineer with to act if he finds it practicabFrom T. O’Rourke, asking the Council to increase the present subsidy granted to him for the upkeep of the ferry at Longford to tho amount paid in former years, as the traffic had materially increased. Cr McNamara proposed that the application be granted, to commence at the end of tho present contract in June next. Seconded by Cr Mclnroe and carried. From Mrs McLermon, forwarding a complaint with respect to the condition of the Marina track, and also that the culverts were unsafe for traffic,. The sum of £2 was granted on the motion of Cr McNamara for repairs to the culverts. Seconded by Cr Betts and carried. ... „ From A. Rogers, complaining of the removal of the chain and rope over the Mataikitaki River .at r Greek, and asking the. Cchinqil ■ ;for a grant for the same. On the motion of Cr McNamara ,seconded by Cr Scantlobury, the sum of £lO was granted.
