Farapara Iron Lease. —Mr Maginnitv, acting under instructions From ihe Public Trustee, appeared to apply for the authority of the Council to the construction of a Tramway from the Company’s aiea to high water mark along the line of Public Road and in terms of the conditions formerly specified by the Council in respect to the construction of iho road. Mr Maginniiv explained that the authority was necessary to comply with the requirements of the Mining Act and the form in which he had drawn that authority safeguarded the interest of the Council and the public. —The Inspector reported that the work of constructing the road was proceeding in a satisfactory manner. -After a lengthy discussion, in which one or two Councillors cor sidered the term of twen-ty-one years too long, it was unan-imou-ly’agreed, upon the resolution of Cr Walker seconded by Cr G. W. Riley that the authority in the form submitted be given by the Council.

Mr Maginnity in regard to the 'Council’s objection to the seven month’s protection, applied for by the Public Trustee, urged the Council to withdraw its objection. He explained at length the position atul the present circumstances, expressing his full belief that satisU dory negotiations were now proem ding. The objections by the Council might have a very serious tfikct upon those negotiations, Pence his recommendation. He suggested that the Council’s sympathy and help at this juncture would he of immense advantage, but anything in the way of hostile action might seriously prejudice the position. After some debate it was resolved, unanimously upon the ir otion of Cr Buchanan seconded by Cr Walker, that the objection to the protection applied for filed by the Council be withdrawn. Mr P. Moynihan attended to state tbid in his opinion the £IOO vote for Lower Kaitunaßoad could have been expended to .greater ben. fit to' the general body of ratepa} ers than what appeared to be .Wended by the work laid off—it vat. not fair to the ratepayers to Spend the buik of the money on Brewer’s Road, when so much was needed on the main road from Fen-ham Corner, which was alwa\>..flooded in wet weather and metal was continually washed off. Cr Jeffries concurred that repairs to the main road was more urgent than the by-road.—The Inspector explained that only.a small portion of the grant would be absorbed in the work now laid off. —After considerable discussion, the matter v.;n deferred until later, when it was eventually resolved that the Inspector and Crs Tyree and Jeffries meet Mr Moynihan on the ground, with a view to expending of the balance of the grant on xH thing and other repairs on the main road to Lower Kaiiuna. M: R. P. Riley attended to state that about two years ago it had been resolved by the Council to have a survey made of the deviation made in the Wharhiki but that survey had not yet been undertaken. He was now getting a surveyor out there to do some private work, and suggested that tpe two jobs might be done tonether. and thus save expense, to both paities. —Resolved, on the motion of Crs Walker and G. W. Rilev that the survey be done. ' Mr P McCaffrey attended again in reference to Mr E. G. Pilcher’s reqpest for permission to occupy a certain reserve at Rakawau for com mining purposes. Mr G. B. Watson, being present, stated that he

had no objection, provided the Council reserved to him the right to lay a tramline over the reserve, which matter he and Mr McCaff rev had mutually arranged. He, however, was of opinion that the reserve was not yet under the jurisdiction of the Council.

After discussion, it was resolved, on the motion of Cr Jeflries, seconded hy Cr G W r . Riley, that Mr Pilcher be granted a lease of road reserve at Pakawau if and when the same becomes tested in the Council, for a petiod <>t 21 years, subject to a rental of £5,P C '' annum, and subject also to such other reservations as to granting to other persons or company rights to construct tramways, coa! bins, etc., and running rights over existing tramways 11.,011 and within the said area upon such terms as the Conn cil may prescribe ; and that the Council’s solicitors draft a lease and submit same to Council for approval. CORRESPONDENCE. Letter from Commissioner of Crown Lauds, in reply, stating that the Land Board had decided not to dispose of any Crown Lands ill the vicinity of the Parapara, in view of the early development of the iron industry. From the Chief Surveyor, in reply, detailing what steps were necessary to legalise certain roads in the County.—After discussion, Mr Sandison was called in and consulted on the matter, and v , on the motion of Crs Walker and Buchanan he was instructed to take the necessary steps in regard to the- Ferntou n-Pakawau Road at once.

From Maginnity & Son in re legal business of the Council.— Matter already dealt with, y From Same, stating that at ‘the urgent request of the Publii Trustee who desired expedition, they had consulted with, and asked the County Clerk to call a special meeting of the Council in connection with the Parapara tramline, the. Public Trustee undertaking to pay the cost of the meeting. Mr Maginnity, who was present, said he took all responsibility of calling the special meeting.—Received, the matter having been already discussed and dealt with.

From Treasury, asking furthei requirements re Gibbs town Spec a. Loan. —The Clerk was instructed to supply same, and to asceitam the exact date of commencement of this and the Mangarakau loan.

From J. W. Carter asking that as tfie footbridge at . Kaituna .was useless now the new cart br-Jg - had been erected, the footbridge might be removed to upper Kaituna or Bonny Doon tor the convenience of settlers and school children in that locality. —Resolved that the bridge be handed over for re-erection as desired, to be undertaken and carried out to the approval of the Inspector. From J. Winstone, several letters and communications were laid on the table.

From Treasury, covering voucher for goldfields revenue, £2 5/-. From Clerk of Court, Colling-

wood, covering statement ?of goldfields revenue received for past half year, amounting to £257 is iod.— Received.

From A. Walker, asking for three weeks extension of time on his contract at Inland Road. — Granted. A number of formal letters and telegrams were read and received. TENDERS Were received and dealt with as billow ; : Contract No. 1 ;—Gravelling Parapara Hoad. Field & Party, £45 os od, Riley Bros., £52 lOS °E A letter was received from Field & Party that if successful in other tenders they did not intend to take up this work.

Resolved that the work be offered to Riley Bros, at Field’s tender.

Cr Gucha an suggested that the Inspector’s horse hire should be paid when engaged in long journeys; and it was resolved on his motion seconded by Cr Walker, that horse hire be allowed for all distances exceeding 12 miles —to date from present meeting.' Aokkre Bridge. A report was 'received from the deputation appointed at a recent public meeting to interview Mr McKenzie, M.H.R. in reference to obtaining a subsidy towards removing the super-structu.e of the above Inidge. The report was to the effect th it.the Hon. Mr Carroll had promised to lay the matter before the Minister of Public Works, and that Mr McKenzie had advised the deputation to proceed with the raising of a loan for the v\ork.

Mr Dillon, the County Inspector reported that a eiose examination h id revealed that the bridge was in a very bad state indeed, and temporary repairs were absolutely imperative, otherwise he did not think the bridge would stand the next winter.

It having been- stated that waggoners still continued to carry heavy loads across the bridge, the opinion of the County Solicitor was obtained as to the Council’s powers to :egulate the traffic. —After consultation with Mr Maginnity, it was resolved to advertise that the bridge is unsafe and that any persons using it will do so at their own risk.

On the motion of Crs Jeffries and Walker, the Inspector was empowered to spend £6O on temporary repairs at once, provided the waggoners will cart the necessary material free of cost.

Cr Tyree suggested that the fortf at the Maori Pah should be improved to induce waggoners to use that instead of the bridge, but the suggestion was not acted upon. After discussing the question of a loan for replacing the bridge and the most advisable course to adopt, it was resolved, on the motion of Crs Jeffries and Tyree: That the Clerk be instructed to advertise that the Council is about to call a public meeting to consider the advisableness of applying for r. loan, under the Loans to Local Bodies Acts, of £ l 7s° f° r Bdf the cost of a steel bridge over tin 5 Were river at Rockville ; or, in th alternative, a loan of .£1.230 for a wooden or combination bridge, the balance of die cost of stmh bridges to be applied for by way of ' subsidy from the Government; an 1 to comnlv with the requirements of the Act in regard to raising loans ; and that the said meeting Ire held at Fernham Hall on a Wednesday, date to be notified. GENERAL. Resolved that Mr Tyree be given free use of the gravel reserve at Kaituna for clearing noxious weeds off same : and that similar offers he made to Messrs J. Haldane and J. G. Lash over reserves at Bainham and Rockville respectively. Resolved, on the motion of Crs Walker and Jeffries, that the attention of the Inspector of Noxious W r eeds be called to the spread of Californian thistle on Crown lands in the County.

On the suggestion of Cr Jeffries the Inspector was inst-m-ted to have metal blinded om Mickay’s Pass Road.

A request from Cr Tvree for permission to grow goes'* on his run at Blue Creek was held over till next meeting.

The Clerk was instructed to write re asphalting of portions of the tootpaths in the port. The Inspector's report was read. On the application of the Clerk, the Jockey Club was granted the use of the road grader for preparing a racing track, subject to decision of-the Inspector and Chairman as to advisability of allowing it to be used on the ground. Inland Road.--Cr Jeffries referred to the proposed deviation of this road at Parapara. and said the exchange suggested by Mr Washbourn would appear to be desirable. .-—After discussion it was resolved that the Inspector at once definitely lay off the proposed deviation and report to the Council.

It was resolved that a survey be made of the Inland Road in the vicinity pf Parapara in order to define its exact position in respect to private lands.

The Council rose at 8.30 p.m
