Proposal in U.S.A. POWERS FOR PRESIDENT MESSAGE TO CONGRESS » . -m /. L/Hme Washington. April 8 A tint 10 per cent, reduction in United States tariffs is reported in informed Congressional circles to bo one of the basic recommendations of President Roosevelt’s Message, and a Hill is expected to be sent to Capitol Hill next week by the President. It contains provisions for the President to negotiate tariff agreements and authority- for the President to reduce the duties in exchange of concessions bv foreign Powers It is understood to be sufficiently broad to give him a virtually free hand ■in seeking the revival of worljl trade.
