The Senate has yet to amt on the measure. In a lengthy message to the House Mr Hoover, contended that the. terms of the Bill would lead to the economic downfall of the*. Islands- Pointing to the chaotic situation in the Orient and to the immense neighbour popus lations near the Islands, the President suggested that there would no immediate curtail metnt of United States power and tliat a plebiscite on freedom could be taken 15 or 20 years hence. The Bill confers independence on the Phillippien Islands at the end °f 10 years.
