BUI LDING PROGRAMMES ABANDONED IN MEANTIME Washington, Jan. 10. tiie chairman of tlie House of Representatives Naval! Affairs Committee, Air Vinson, to-day announced that all programmes involving building a navy to London Treaty strength had been abandoned as far as tlie present session was , concerned. He said that the navy was now in third place, and would probably drop to fourth unjess building was authorised. Air Vinson said lie believed that the Presiden’i-elect, Air Roosevelt, favoured strengthening the navy, but that they must spread building over a. period of years owing to shortage of funds in the Treasury.
