PROPOSAL FOR EMBARGO INTERNATI< >NAL A.CTH >N New York, Jan. 11 The Washington correspondent of the New York Times says the Senate Foreign Relations Committee to-day favourably reported on a joint resolution empowering the President ta join with other Government! iv laying an embargo on the export of arms after it had been determined that “shipment o arms or munitions from conn tries producing 1 these rommodi ties may promote and eneournffi the employment of force in tin course of a dispute or conflict between nations.” It- is obvious that the resolution is aimed at the hostilities between Paraguay and Bolivia in Gran Ch noo. There is no expectation that the power given hv the resolution will he used in other parts of the world, nnrtieularlv the Orient, where, Senators believe, invoking the embargo would be likelv to prove to China’s disadvantage.
