IXTREASE IX GRAVITY LOSS OF LIFE AXT) PRODUCE (Aust. and N.Z Cable) Kobe, Aug. 10. Tbe Xortli Manchurian floods are increasing in gravity. Railway trucks containing millions of dollars worth of produce have been completely submerged. Estimates of the number drowned art; between 3000 and 30,000. The whole of Harbin is menaced and the Japanese military authorities have declared a state of emergency and are taking fresh measures for life-saving, feeding and the prevention of epidemics.
