This means that the wife of a ratepayer (unless she herself is a. ratepayer) will not have a. vote. The Town Clerk will preside as Returning officer, and according to the law will have complete charge of the meeting. The method of waiting is by secret ballot. A ballot paper will he supplied to- ear'll ratepayer present, who will vote in the ordinary way of a secret ballot.
