A situation which is officially admitted as being* serious has arisen in connection with the British, French and Kalian naval discussion. The deadlock is the outcome of France's desire to alter the basis of Ihe agreement already signed so as to enable her to secure an increased replacement tonnage. If France maintains this attitude the disarmament question would be threatened with a breakdown, necessitating Britain invoking clause 21 of the London Treaty, by which the Dominions and the other Powers will be drawn in.
