Considerable surprise is expressed by the State Department at Moscow’s reply to Mr Samson’s Note regarding the Russian-Chincsc relations
Answers from the other Kellogg Pact signatories to Mr Stimson’s request that they co-operate in. the trouble have rather complicated than clarified the situation, A summary of the latest responses is as follows:
Mexico agreed to address Nanking and Moscow along lines similar- to A mcr ican com mu n j cat ion. Holland imdertook to communicate with China, hilt not with the Soviet, with which it has no diplomatic relations. x 1 Cuba promised to co-operate. It is now considered that Mr Slimson is likely to reply to Moscow later on. v THE REPLY. Moscow, Dec. 4. The Soviet reply to the United States’ Note points out that the United States applied to the Soviet when the latter was directly negotiating with Mukden. 'Such action was unjustifiable pressure on these negotiations, hence it could not be regarded as a. friendly act, Russo-Chinese dispute must be settled by direct negotiations, with which interference Wgs not permissible. The Soviet expressed amazement that the United States, which by its own desire had no official, relations with Russia, should offer it advice and counsel. The Soviet has never resorted to military action for defence and has .pursued a. policy of peace from the first day of its existence. Tt- intended to continue independently of the Paris Act. *
