WHAT WILL MOSCOW DO?’ (Auat. aim N.Z. Onhle) Shanghai, Dec. 20. Serious problems are facing the Nationalist C overrun ent through breaking off relations with the Moscow Soviet. Its drastic suddenness caused a state akin to panic. Chinese merchants trading in Russia are heavily involved financially. The refusal of the Nationalists to exclude the Dal Bank from the closure seriously jeopardises numerous foreign traders and virtually suspends the tea buslincss with Russia, which amounted to 50 million dollars last year. Already a million dollars worth of tea has been skipped to Russia, for which payments 'were not made. Merchants ares petitioning the Bureau of Foreign Affairs for relief. The Nationalists mandate involves the' closing of 27 Soviet businesses.
