year’s international Labour Conference’s draft contention, providing the extension of the benefits to aliens whoso Governments are prepared to reciprocate. The second resolution expresses the opinion that arrangements should be made to transfer payments to that part of the Empire where the beneficiary resides. Generally, it may be said that no Briton permanently incapacitated anywhere in the Empire is excluded from compensation owing to his retmoval to some other part.
