Office has" been advised front Mukden that General Chang’s son requested the Japanese Consul-General in Manchuria to order the Consul at Hsinminfu to surrender the civil, rights of the late Gepo.ral Kuo and his wife to take refuge in' the consulate. This request was refused, as it was understood that Chang intended executing both refugees. Arrangements wore being made for tile Japanese police to escort them to Mukden. Although not officially confirmed, the Japanese Government lias reason to believe that the heads of Kuo and his wife have been exhibited publicly in Mukden. Japan lias expressed cl Is gust at such barbarities.
