Premier Maclvenzic King, speaking at Port William, Ontario, said Bills considered to be for the public benefit were passed by the House of Commons only to be ruthlessly rejected by the Upper House. The situation was such that in the interests of democratic Government "we are justified in saying Ave will introduce legislation, similar to that introduced in Britain some years ago, to have the constitution amended so that a measure which has been twice supported by the House of Commons shall not be defeated 1 by the Senate on a third- occasion if brought before Parliament." ::'•-■'
