The Administrator immediately prorogued the Council for a mouth. No supply was voted to carry oil in the interval. Referring to the position, the Minister lor Interior, said that they had to face the question of whether there was going to a unitary state or a federation of states. 4he Union constitution dearly said it should be unitary, hut the system of provincial councils was neither unitaiy nor federal. Something like a new National Convention was required to settle the matter. . '
