Newspapers state that the Tokio District Court, following investigations resulting in the discovery of a well-formulated plot to form a Communist Government by Russian Comunists here. indicted twenty-eight .Japanese who wore coirispiring to form a secret party. The Minister for Justice. Baron Sutuki, in addressing a secret meeting of prefecturay governors, made a charge that Communist propaganda had influenced the. attempt on Prince Rirohito's life. He stressed the fact of the menace growing from Radicalism and urged the Governors to attempt its suppression.
