PROTESTS BEFORE THE LEAGUE
COUNCIL.

Lord Cecil, addressing the League Council on tb© charges made by tho inhabitants of the Saar, said lie did not accept the charge made that tlie famous decree of the 7th March was directly due to the inspiration of the French Government,'' but it indicated the danger that exceptional methods of legislation would create in territory like the ' Saar. The Council ought to investigate such decrees and satisfy themselves that they were really necessary.
